Despite Payne and others in the NRA manufacturing endorsements for Stan Sniff. Sheriff Sniff is still declining CCW applications for absurd and arbitrary reasons. This is why Cal Guns and 4 other groups have sued the Corrupt Sheriff over his CCW Issuance practices.

Recently, H Paul Payne’s wife went on the record with your intrepid blogger. The picture of this wretched human being becomes much clearer. Please understand that Desiree Payne is in legitimate fear for her safety – even getting a temporary restraining order against H Paul Payne. Payne had to turn in his guns, turning in only 4 of his guns to a licensed gun dealer to comply with state law. The fact that he did not turn in all of his guns while under the TRO would be a potential FELONY if proven.
Oh, and the gun dealer that took possession of the guns? Yup, none other than Mohammad Ali Mazarei. Cozy.
If Desiree Payne’s account of events is true, H Paul Payne is stalking her. If her account of events is true, Payne could very well be a Narcissist / Sociopath / Psychopath type abusive control freak. Having been around the block a few times, I try to filter the hyperbole of divorce issues, but the common threads between H Paul Payne’s behavior and Sniff’s behavior are chilling and listening to Desiree tell her story was causing me to recollect familiar patterns.
First off, why was Sgt. Christian Dekker involved in the case to begin with? Part of a Cover-Up? Dekker is someone I’ve written about several times and is a Stan Sniff lackey. Secondly, why did Investigator James Merril’s report get redacted in advance of her TRO hearing? That is highly unusual and against protocol. Knowing Merril by reputation, it is clear someone else redacted that report before it was first given to Desiree. (BTW – the Sheriff’s Office REDACTED H PAUL PAYNE’S WORDS from the report NICE COINCIDENCE, HUH?)
Despite the fact that Desiree Payne had been a critic of Chad Bianco’s, she turned to Chad Bianco for help getting a copy of the report about H Paul Payne ILLEGALLY installing a GPS tracking device on her car. Why? Chad was accused of doing it. Mr. Bianco went to the Jurupa Valley Station and get her the actual report.
A hearing officer by the name of Jennifer Girard (who has since been appointed a judge) appears to have been biased as she discounted the photos provided of the injuries that H Paul Payne inflicted on Desiree claiming that since none were 360 degree photos that they were invalid, she also rejected recordings of Payne threatening his wife and rejected the police report. It makes me wonder of Jennifer Girard had some sort of connection to Sniff, H Paul Payne or there was something else at work.
When the hearing happened, H Paul Payne was accompanied by another Stan Sniff inner circle member who is a former Corona planning commissioner with a long history including criminal issues.
While Girard was throwing out all of Desiree Payne’s evidence, she apparently had no problem with H Paul Payne deposing Desiree’s Daughters and Friends.
Since Jennifer Girard single-handedly gave away the store to H Paul Payne, Payne has been stalking his ex-wife.
Before the hearing where Jennifer Girard appears to have rigged the process by ignoring video, audio and written evidence – H Paul Payne also changed the locks on the house preventing Desiree from retrieving her personal items.
He followed Desiree to San Bernardino County where she went to try and get away from him. She indicated to me that she sees H Paul Payne almost every day camped out at the 7-11 / Del Taco Complex near I-215 / Colombia Ave. She has to drive by there to get to work.

James Merrill is an honest cop, and would do a good job, no matter who he was investigating. But Christian Dekker would do whatever the second floor maggots told him to do, as long as it benefited him personally, never mind he was screwing someone over, that’s his character. He did not have the work ethic, or skills to be a homicide detective, he was substandard as a station detective, and as a sergeant he violated the rights of staff, and inmates. Yet the nit-wits on Lemon Street thought it was a good idea to promote this self-serving individual that caused chaos and discontent at whatever assignment he was at, no wonder the command staff is experiencing a rebellion.
