Once known as the most coveted team in the department with the highest standards, now apparently welcomes anyone who puts on the uniform, that is as long as you’re amongst the Sniff favorites. RSO’s SWAT team was operating for decades without a single K-9 on the team and after coming to his senses, Sniff decided to add four of his experienced K-9 deputies to his SWAT team. This was under one stipulation, those four K-9 deputies, MUST pass all the same SWAT standards and qualifications as every other SWAT member. But that didn’t happen.
Anyone who has ever worked with Jurupa Valley K-9 Handler, Heath Noyes, will tell you that he rides the leg of anyone wearing brass. His butt-kissing ability is his best talent and he’s obviously a pro at it. Often bragging about how he refers to Chief Deputies and “Stan” on a first name basis and calls their personal cell phones at any time. It was no surprise when Deputy Noyes was informed that he was one of the four K-9 deputies chosen to be a SWAT K-9.
Deputy Noyes was also informed that he would have to attend the bi-annual SWAT tryouts with the other deputies aspiring to be on the SWAT team. However, Deputy Noyes already had his spot on the team reserved, all he had to do was pass the minimum shooting and physical fitness qualifications. Similar to many of Stan Sniff’s cronies, Noyes was not up to the task.
Not only did Deputy Noyes fail the physical fitness qualification, he fell out during the run and left the training center in an ambulance. Yes, that’s right. Deputy Noyes had well over 6 months to prepare for this physical fitness qualification; however, he spent those 6 months sitting on his ass eating bon-bons watching movies. The SWAT Team qualification is not as extreme as it sounds based on the performance (or lack of) by Deputy Noyes. What caused Noyes to end up in a meat wagon? He #EPICFAILED in an attempt to complete a mere 1.5 mile run in 12 minutes.
When Deputy Noyes failed the qualification it was not a major deal as every SWAT tryout has deputies that do not pass. Those deputies are welcome to attend future tryouts. What is a big deal is that Deputy Noyes was still permitted to attend the SWAT academy and graduate WITHOUT passing the physical fitness test.
Our sources inside RSO SWAT insist that this is the first time in the history of the RSO SWAT team that a deputy has attended (let alone graduated) the SWAT academy without passing the physical fitness qualification. Furthermore, this was so shocking to the SWAT team that the SWAT commander, Captain Feltenberger, addressed his team as group stating that he was ordered by Chief Deputy Lyndon Raymond “The Executioner” Wood to allow Deputy Noyes to attend the SWAT academy regardless of his embarrassing tryout!

With morale at an all time low department-wide , Sniff smears the faces of every deputy who’s ever been in the SWAT team. This also opens the door to RSA grievances (and employment practices lawsuits) for deputies who not only passed the tryout (as not all deputies who pass are welcomed to attend the academy) but also to deputies that did not pass the SWAT tryout.
Perhaps this is why someone came forward to your intrepid blogger. Can you blame these other deputies who were turned away even after passing everything, yet a Sniff favorite gets to attend after he failed the minimum qualifications?
This sounds like a prime example of making the county civilly liable (on many different levels) for nothing more than Stan Sniff favoritism.

Bonus – Noyes is fond of bragging that everyone on the SWAT and K-9 Team that is not a Stan Sniff Boot-Licker is going to lose their assignment if Sniff is re-elected. (speaking of things you will never see in the Press-Enterprise or the Desert Sun) Add it to the list. AND – he was featured in the now infamous “James Bond” video that Stan Sniff had made at an unknown cost to the taxpayers.

I didn’t realize Noyes was a Sniff rectum licker, but if he is in any way connected to Lyndon “The Executioner” Wood then he must be. I did notice that Noyes was one of the K9 props in Sniff’s narcissistic James Bond video and that was a sign that he was circling the drain. Heath, you better snap out of it and distance yourself from those freaks before the swamp swallows you up.
Just the fact that Sniff promotes someone like Lyndon “The Executioner” Wood is bad enough, but then to allow him to make decisions that affect an entire bureau tells you that Sniff has no business being the sheriff.
The problem with Noyes preaching about anyone on SWAT and K9 who doesn’t support Sniff will lose their assignment if he’s re-elected is that there would be no one left on either of those teams (except maybe Noyes) because none of them want Sniff in office. Of course no one can openly admit that because they don’t want to commit career suicide and they all know what a vindictive, insecure little man Sniff is. Lyndon “The Executioner” Wood has been extremely busy trying to lick Sniff’s toes to get that next promotion, but the voters of this county will see to it that Sniff just retires and finds a hobby that taxpayers no longer have to pay for.
Noyes is a fence sitting douche. He will suck ass to both sides of he thinks it will get him ahead. He loves to tell people how well connected he is. We know that’s not true because Wood hasn’t given him the answers to the hurdle test he failed. That stupid smirk in the video though. You aren’t so cocky now are you Heath?
First off I’d like to see anyone one of you tell the sheriff, a chief, a captain or even a LT to pound sand when they tell you to do a dumb ass video or any other stupid request knowing damn well you’ll be out casted and have your dog taken away. Heath is in a tough spot where he loves what he does and is good at it! Is he a loud mouth and sometimes a pain in the ass… sure…but who’s perfect? Not me! As for the SWAT K9 spot, he never wanted to do it in the first place however both he and Matt were forced anyways. And if you want to say he’s sitting on his ass eating bon bons maybe you should pull his logs and do you’re research before flinging propaganda. I have never heard that man ever refuse to come out on a call out even for dumb ass reasons. He gives a shit ton to this department, and the “gunslingers” out there at the expense of his family. This is the part of ROD I do not like. Going after Dept Members, ie deputies. Stick with the brass, the poor leadership, and the Sheriff. I coukd do an article about every employee in the Department. Deputies make mistakes, close calls wrong, and get persed for all types of B’S. Not a fan of calling out and naming these deputies. With that said, I do not work with one deputy that wants Sniff to win. Some of the deps and investigators you’ve mentioned on your blog are also supporting Bianco. Just some food for thought before you bash the next patrol dep.

He should not be on the SWAT Team and his presence there is an affront to those that earned their spots. It is made worse by the way he runs his mouth claiming connections to the second floor brass. You and your “sources” have a great idea how things work.. it’s critical at this point. The k9s are not “on the SWAT team”. They are SWAT trained and respond to call outs, which is why Noyes failure to pass the PT test matters so much. Thankfully, Noyes is not a full time team member, therefore he does not take a spot away from anyone who desires a spot on the team. You sit behind a keyboard blogging truths you get from disgruntled employees who also have excellent intel on the inner workings of the department. It’s amazing to me how you have some good intel and mix it with totally accurate information.

Here are the facts as it relates to Noyes.
1. He is not on the SWAT Team, he is assigned to a patrol Station. He frequently assists the SWAT team when they request a K9. Noyes is a great K9 handler and is only used for that purpose.
2. Admin had nothing to do with the Noyes decision, because he is not on the SWAT team.
3. The 4 K9 handlers went through the SWAT academy to become better K9 handlers and have an idea of what the SWAT team does and how the SWAT team wants to utilize them. The 4 K9 handlers were never going to be on the SWAT team as RSO will not allow it.
4. The 4 K9 handlers were never held to the standard of a person trying to get on the SWAT team, so it didn’t matter how they did on the PT test. The test itself was an assessment.
I am a fan of this website, but you need to do some serious fact checking before you post an article. There have been a few articles, this one in particular, where your “inside source” is neither inside or a source.
The other article is the Soboba shooting, posted a few days back, where your inside source said the department tried to shut down Soboba and raided there office. Soboba tried to cover up a homicide on their property and had it on video. Soboba was going to erase the video until RSO stepped in and served the warrant. The suspect in the homicide had over 300 guns, mostly rifles, and thousands of rounds of ammo in his residence. The casino itself was never affected.
I agree with “I am commenting to defend the lameass”. Stop slamming deputies who bust their ass for this department. Leave deputies out of this website unless its absolutely necessary like the cheating scandal. Please keep up the work, the ROD website is a great thing and it really is working as it relates to what Stanley is doing and how he has ruined this department.

“Richard” if this is really same Richard Cranium that has been commenting for months as you are using an IP address randomizer – I wrote about Soboba in January. I never wrote about shutting down soboba or a raid. In your haste to write another comment criticizing and hair splitting a post (which you’ve done more than the two times you admit to) you did not manage the details. You very well could have conflated a comment on a post with what I wrote.
You did not address why the Captain of the SWAT team had to talk to the men post Noyes falling out. You attempted to dismiss that detail by attempting to absolve Admin of any involvement.
Secondly, to a civilian and to a crime scene and unfit K9 officer weather permanent or temporarily a part of the SWAT Team looks no different. Ending up in an ambulance during a PT test is a major problem. You attempt to avoid the significance of this by saying the 4 K9 officers are “not on the team”, this hair-splitting technicality is like saying Naval Shore Patrol are not part of the boat crew. (Yet there the detachment is on the boat)
Third, you did not address Noyes’ mouth, his bragging about connections, nor his hyperbole about all the SWAT members losing their posts should Sniff be Re-elected. These were the key points you ignored in your criticism – and these are the KEY points of the post as it lays it at the feet of the Sheriff.
Noyes Hubris is occurring for a reason. That is the question / issue you should have paid attention to. However, it was more important to point out technical nuances in the status of the K9 Officers than the main issues.
Since you like to nit-pick and criticize several of my posts – including the one where I was posting pictures of dilapidated vehicles at Palm Desert Station – with an inane comment about how it is the deputy’s responsibility or something (since debunked thoroughly in an expose on the county maintenance racket), I’d strongly advise you to take a few steps back in the future. Please also note that they have been taking superficial cosmetic steps at Palm Desert post my expose’ to try and cover up the disaster that is their equipment, as have they at thermal. (Both got some new stuff in the last few weeks)
If this blog had no credibility, we would not be affecting Sheriff’s policy in real time.
I am not a cop, I am a civilian and dirty cops that use relationships with Sniff / Management to get ahead are as big a targets to me as Sniff’s mismanagement, corruption and personal behavior. I do not function under a “Thin Blue Line” theory. If I had a SWAT Team responding to a situation I was imperiled by, I want a K9 Officer that can complete the physical fitness test, I want a SWAT Team that are the BEST deputies available, not people whose position was influenced by butt kissing or who they know. It does not matter weather that K9 Officer is fat and out of shape, or technically part or not a part of the swat team. If he falls out in a pressure situation the hostage or victim is still screwed.
Sometimes, cops absolutely lack situational awareness, equally as unnerving to this civilian who used to think Cops were held to a higher standard.

ROD, I think Dick Head (yeah…I caught that) was referencing my comment about the killing of Eli Morillo on Soboba tribal land. That information came directly from the Press Enterprise. Even back then RSD was manipulating the press to cover their asses but the article reflects the deputy’s report of the incident. RSD heard gun shots while on patrol, no unit or officer was hit. The knuckleheads could have bern shooting at cans. Thete was no confirmation that the shooter(s) were shooting at RSD units. If the incident had been as simple as Dick Head alleges. …there would NOT have been a need for the Bureau of Indian Affairs, the DOJ, Tribal leaders and the county to hold a pow-wow. Then tribal leader Salgado said he was frustrated that RSD/Authorities would not share information of the incident and locked down the reservation which is the tribe’s call not RSD. Sniff said he stood by his deputy’s decisions. Of course! pe article by: Arballo, Fetbrandt, DeArmond and follow up by Alvarez.
Guess what? All of the marionettes started their careers as deputies. We have all worked with them and we all know they are not worth the titles or positions of power they have.

Pecker Ray Wood’s cheating goes back to his days pushing a sled all the way to where he is today (those tattoos were got whilst he was a deputy) and still can’t keep his pen out of the ink well. And let’s remember his current wife…as a deputy had the hots for anything with an X chromosome.
And let’s not forget retired Patricia Knudsen. As a less than stellar deputy, she rode the backs of hard working beat partners and took credit for it. She was a worthless deputy but knew the right people and managed to rise all the way to the 2nd Floor.
Tony Pee(s) his bed was a deputy who was fired for a wrongful beat down and his racial tirade.
All deputies. All crooked. All using who they knew to get ahead. All with their moral compasses pointing to hell.
I can’t speak about Noyes but according to ROD, he certainly fits the template for rising up the ranks on who he knows. Fear and intimidation too if he’s implying members will be axed if Stiff wins. Isn’t that how we are led? With fear? With intimidation?
Add to his association with Pecker Ray and you have a perfect storm for a deputy being groomed or someone strutting around and throwing his weight around based on his contacts.
If this department is going to change, it is not just the top that needs to be scrubbed. Outing members of the rank and file needs to be done as well and they need to be put in check.
