The practice of forcing the contract cities to pay OT to fill hours has been going on for years under Stan Sniff. If deputies who work in county areas call in sick, personnel on straight time that are working in the contract cities would be moved to the county to fill those positions. Then, deputies would be called in or held over on OT to work in the cities. The City of Palm Desert has been one the biggest victims of this practice. Stan Sniff cannot meet the contractual obligations (billable hours) he has committed to the contract cities. There is only so much more forced OT flogging that deputies can take.
The contract cities are an interesting group of folks. They make small incursions into the deployment and staffing strategies on irregular audits, proving to be nothing more than cursory and not really wanting to change anything.
If you are a contract city official with an actual desire to correct a few wrongs being foisted upon your taxpayers, lets begin with the notion of “blended staffing rates.” In the Sheriff’s world, a contract city labor rate is a conglomeration of many, many fees and pro-rata salaries of many, many cross support folks. (i.e. a little bit of investigator, sergeant, lieutenant, dispatch, etc. etc. ad-nauseum). The contract patrol rate is based upon a mid-level tenured Deputy Sheriff at mid-level pay/benefits. Now add all the “other mid-high level tenured hourly rates for each position pro-rata in support of the patrol operation per Deputy Sheriff.” Its a hefty, and tidy, little sum of money that spans into the largest segment of policing costs incurred by each city annually. The actual number of contract police services will actually stagnate, or drop, but the labor rate will raise each year – as sure as the sun each morning.
So, you have a police contract which outlines and defines your staffing levels serving inside your city borders (which YOU select as city fathers). The Sheriff likes you to believe that in this day and age of technology and powerful computing, backed-up by an army of funded Accounting a Finance staff, supported by the separate Office of the County Auditor-Controller and held together by the Sheriff’s “financial wizard” Will Taylor (ahem, Executive Civilian-Chief Deputy Level) we aren’t able to bill you the actual hourly rate and benefits for the actual policeman patrolling your city each day? NO?.. Impossible? Can’t look at a Deputy Sheriff’s hourly wage and benefit, add the extra support costs that you apparently must, and then complete that accurate funding exercise for every contracted police body?
Too difficult they say, It’s easier to hide costs inside a subjective rates they say, We don’t and can’t make a profit they say… Don’t get me started on time keeping devices which accurately and effortlessly track worker’s hours around the globe, except for inside the accounting blackhole of RSO, grant and asset forfeiture expenditures derived from contract city operations, and on and on..
A leader who lacks character or integrity will not endure the test of time. It doesn’t matter how intelligent, affable, persuasive, or savvy a person is, if they are prone to rationalizing unethical behavior based upon current or future needs, they will eventually fall prey to their own undoing. Optics over ethics is not a formula for success.
So many at RSD have given up the most important thing in life, their integrity. Once you give that up, and people watch you do it, you’re nothing but a face on the monthly Crime Analyst hot sheet. I was always successful at getting confessions from suspects after explaining to them that their integrity is all they have that no one can take that from them. While outside the interview room, scumbag, unethical, Sgt’s, Lt’s, captain’s, chief’s and the head piece of shit were giving theirs away with a smile on their face. Still can’t believe the lowlifes that make rank. RSD is sick with it and unless that culture changes no one should be proud to work there.
