It is 2018 and Sniff’s edict is still in place.

Riverside County Sheriff Stanley Sniff has suspended his office’s participation in a federal program aimed at identifying undocumented-immigrant jail inmates until he finishes a complete review of the policy.

The U.S. Immigration and Customs Enforcement’s 287g program trains sheriff’s deputies in three dozen departments nationwide on how to determine whether inmates may be in the country illegally, by asking questions about birthplaces and other background information. ICE agents then make further queries.

This is according to an article from Inland Congregations United for Change. They are a leftist faith-based group. Interestingly, Stan Sniff is a reputed Athiest and this is about the only example I’ve been able to find of the Sheriff interacting with the Faith Community. (other than wearing a Sikh Turban as necessary to get campaign checks) It is no accident that the interaction is with a leftist open borders activist group.

Inmates found to be living in the country illegally are held for possible deportation after they leave jail.

Immigration activists have been lobbying Sniff for months to pull the department out of the program. Sniff first announced at a June 9 (2013) immigration forum at a Riverside church that he was considering whether to end the county’s involvement.

The county has six deputies trained under 287g, Assistant Sheriff Steve Thetford said. As of July 22, they are no longer interviewing inmates, pending a final decision on the program, he said.

Sniff did indeed terminate the agreement in 2014.  Then, the article gets better:

Andy Ramirez, president of the Law Enforcement Officers Advocates Council, which supports increased immigration-law enforcement, said he was surprised by Sniff’s decision to suspend participation in 287g.

“I think it’s an effective program,” said Ramirez, a Chino resident. “It’s doing its job.”

Ramirez said there’s no reason for Sniff to study the program.

“What’s there to review?” he asked. “We need to get criminals off the street.”

Ramirez and Dolores both said Sniff’s decision may have been motivated in part by the 2014 elections.

Enter the ACLU, praising Riverside County for Stiffing ICE.

Several other municipalities across the state, including San Bernardino and Riverside counties, terminated their 287(g) agreements last year, after a federal district court in Oregon found a county liable for detaining a woman at ICE’s request.

This decision by Stan Sniff is beyond irresponsible. He is consistently complaining about his budget. Riverside County has one of the highest, and in some years the highest number of “Fed Kicks” out of its, small and in some cases un-staffed jails. Given that illegal aliens are a disproportionate part of the prison population – Sniff has made the “Fed-Kick” problem worse with his decision.

How much worse? Consider these statistics from before Sniff caved to the ACLU and open-borders activists:

Over 10,000 illegals were identified between 2008-2012. Add in another 2700 that were deported and came back. That is almost 2 1/2 times the existing jail space in Riverside County.

In the meantime – Sniff threatens repeatedly to leave the jails un-staffed, while his policies are making the overcrowding and “fed-kick” problem worse.

I’ve written for months, Stan Sniff did not plan to fail, he failed to plan. Based on information from informants:

The solution to the correction issue was developed under former Sheriff Bob Doyle: the Mid-County Correctional Facility on Haughen-Lehman Way (modeled after the San Bernardino County Sheriff’s West Valley Detention Center). Plans were done, land was purchased, and the money for construction was in the bank.

Sniff came to power and when the late John Benoit and Palm Springs signaled opposition to the new jail, Sniff did exactly what Benoit wanted and caved in. I was never a fan of John Benoit when he was in the legislature, by the way as I viewed him as a weak, punchless back-bencher.

The County lost about $38 million in manpower time, planning, and land purchase costs getting ready for construction.

The County would have had a 1,200 bed facility designed to handle long-term inmates from AB109 with additional capacity for 6,000 more inmates. Sniff caved and the $330 million project got dumped so they could spend the same amount on the 1,200 bed facility in Indio with no room for expansion.

Why? A lot of Stan’s Donors are in Palm Springs, so now we get to live with thousands of early released felons because Sniff sided with the NIMBY’s and the feckless John Benoit.

I can tell you something else, unlike Cois Byrd and the aforementioned Doyle whose names are on Sheriff Facilities – Stan Sniff should be grateful he will be able to leave office on the outside of a prison let alone having his name on any building.

In Early 2011, sometime around February the Corrections staff assigned to review the impacts of AB109 delivered a report to the 2nd Floor recommending that Sheriff Sniff oppose AB109 for a multitude of reasons which have all come true.
Similar to his terrible decisions on Guns, refusing to cooperate with ICE and decisions exacerbating the early release problem, Sniff did not follow through on that recommendation and never publicly opposed AB109 despite the report that said Riverside will see increased crime, reduced jail space, need for increased staffing, and the additional increased costs totaling millions of dollars.
Later in 2011, the 2nd Floor was advised by a different committee reviewing AB109 impacts. They warned that some inmates could be sentenced to more than 10 years in the county jails. This exact scenario occurred on the second day after AB109 was implemented several months later. Imagine had they had the 7200 beds in Palm Desert versus the little jail in Indio. 
Everything they said would happen in the report forwarded to Sheriffs Administration by the Corrections staff were proven correct. This removes any deniability or blame-shifting Stan Sniff could do. He was warned, Stan Sniff did nothing. Worse, he sided with the short-sighted feckless John Benoit on assuaging rich liberal NIMBY donors out in the desert. 
When Stan Sniff was appointed Sheriff, he made several promises to the Board of Supervisors:
1. De-politicize the department 
2. Never take campaign contributions from staff (his Form 700’s document dozens of employees contributing to his campaign and he accepting them)
3. Remove the “at-will” statue from Chief Deputies and above so no one could ever be fired like he was.
Now you get a flavor for the toxic recipe that has beset the Riverside Sheriff’s Office. Stan Sniff basically lied to the Board of Supervisors, and all of us. Then once he became Sheriff, failed repeatedly to plan for the future or lead effectively. Fire him.

Harold Paul Payne has some problems. The first is being close friends with Stan Sniff. This is an obvious nexus for why the NRA has demonstrated unusual fealty to a Sheriff who views CCW Permits as a Liability to the County of Riverside. Mr. H Paul Payne is the obvious gatekeeper of the coveted gun group endorsements.

Second, is that Mr. H Paul Payne is going through an ugly divorce complete with allegations of spousal abuse. Check out the file regarding the court action here.

The allegations were so bad that the judge issued a temporary restraining order against Payne.

The restraining order details physical abuse including photos of bruises. It details H Paul Payne waking his wife up multiple times during the night to deprive her of sleep. It details Payne harassing the children at 3AM. The details of the paperwork include several paranoid accusations of the wife having an affair and calling her a whore.

It sounds like H Paul Payne is a gem of a human being.

It gets better. Because of the nature of the restraining order, Payne had to surrender his guns. Guess who Payne surrendered his firearms to?

Mohammad Ali Mazarei.

Cozy isn’t it? Sniffy and Ali are covering for this domestic abuser who is a gun rights advocate by day.

The other interesting thing is that H Paul Payne only turned in 5 guns. What NRA officer only has 5 guns? Where are the rest of them? Does Stan have them? Maybe the DOJ firearms division should check this out.

There is a court hearing for a permanent restraining order 6/25/2018. Here’s hoping the soon-to-be-ex-wife gets it.

H Paul Payne also made a paranoid accusation against Chad Bianco – which is how he got onto my radar screen.  He accused Chad Bianco of putting a GPS Tracker on his wife’s car. When you read the restraining order request, you will see that this is consistent with Mr. Payne’s behavior pattern. It is my opinion that H Paul Payne put the GPS tracking device in his soon to be ex-wife’s car himself.

I am not a fan of the NRA. It is not because I am a gun-grabber, quite the opposite. I grew tired of them making stupid and politically expedient endorsements. I left the NRA for good when they endorsed Harry Reid, the predecessor of current US Senate Dem leader Charles Schumer. In addition, knowing that the NRA is employing this disturbed man (whether he is paid or not) in a high-profile position is an outrage and will give the left more fodder to attack the feckless NRA.

This revelation is yet another humiliating embarrassment for Team Sniff. I have attached a sample of the filing that compelled the judge to grant the restraining order below. It is disturbing, but insiders within the Riverside Sheriff’s Department tell me this stuff is common from domestic abuse cases.

Many of you remember the famous Arizona Immigration Law passed sometime ago that the Supreme Court ended up gutting. Long before the left won their Judicial victory (establishing legal precedent to gut California’s Sanctuary State), Sniff took a side. He sided with the ACLU, MEChA and the extreme left wing

Instead of cooperating with ICE, Sniff said the following:

The most overriding concern we have is the “Chilling Effect’ on crime victims coming forward…

This is a cowardly excuse to take the side of extreme left wing open borders activists.

In the 1980’s when immigration laws were still somewhat enforced, illegal aliens were frequently taken advantage of and still would never come forward for fear of deportation. Sniff’s position is consistent with every left-wing Sheriff out there.

The smokescreen of not doing the Fed’s job is absurd. The Feds don’t patrol the streets and in most law-abiding states and counties the day-to-day officers / deputies are the first response.

Given that a large amount of the prison population and a disproportionally large amount of offenders are illegal, you’d think someone serious about reducing crime would participate and cooperate with ICE. Not Stan Sniff.

Sniff whines about his budget, fed-kicks and empty jail space, yet one of the main things he could be doing to deal with some of those problems he refuses to, choosing to pander to the extreme left and against American Citizens.

Lastly, the concept of Community Oriented Policing is another filed left-wing social experiment. Community Oriented Policing is a grant program created under the Clinton Administration (before the Republicans took control of the House in 1994) that was in a package of bills including the so-called “Assault Weapons Ban”.

I do take note that once again, the lack of personal core convictions is coming out of Stan Sniff. I can only draw the conclusion that he has his hand out for grant money and is using the buzzwords to this day in order to get more. He’d scream deport them all if he thought that would profit the department, law enforcement principles be dammed.
