I’ve written before that Stan Sniff is an extreme left-wing liberal democrat. We’ve hammered him repeatedly for his “Good Cause” lie related to the issuance of CCW Permits and his affinity to take the same side as the ACLU on several key issues.
Here is another place where Stan Sniff and the ACLU are aligned. Gay employees can do no wrong. At least that is how it appears to me and I waited an extra long time to write about this because of the psychotic over-the-top political correctness that has plagued society. Aka, telling the truth about certain people gets you reflexively labeled sexist, racist, xxxist, etc. Come get some, because the truth is disgusting and absurd.
A now former deputy of 13 years who is straight, details outright harassment of her by a lesbian deputy named Shamhart: (Our informant had never been in trouble before)
1. Failed to report the hostile work environment and sexual harassment case to the county that was created by Deputy Shamhart and Lt. Spivacke against myself2. Failed to investigate PERS against Deputy Shamhart as hostile work environment and chose to only investigate as “Rude and Discourteous Conduct”3. Failed to protect myself from further incidents by not removing Deputy Shamhart from the station after the hostile work environment claim4. I was them removed from the traffic team for unknown reason, and moved to Norco Station, all while Deputy Shamhart remains on the traffic team, along with now her girlfriend is her immediate beat partner as the other AI car5. Captain Hedge tried to cover up that Deputy Shamhart illegally recorded a confidential conversation when she verbally attacked me, which proved the hostile work environment case also. When I discovered the crime on my own through an anonymous letter I received, I demanded a criminal report be taken and I was told they are aware of the recording, but they refused to write a criminal report6. Notified PSB Sgt. Vickers, who went to sheriff’s admin and demanded a criminal report be investigated against Deputy Shamhart for 632 PC and both refused. I eventually had to wait for the case to close to call dispatch and report it like a normal civilian, and now hope the statue of limitations does not expire before report is completed and submitted (Not holding my breath of course)7. PSB asked for an electronic copy Sgt. Torrenti’s final report and then falsified the PERS report where I was the victim of Deputy Shamhart’s anger and hostile work environment to change to context of my response so they could then disciple me and since their is a recording to prove what I said is what I said and not what the department is claiming they are refusing to provide the evidence of Deputy Shamhart’s recording in arbitration8. Failed to inform me I ever became a focus of an investigation before trying to discipline me on PERS regarding illegal recording and I was the VICTIM9. Before workers comp case deposition Lt. Bostrom tried calling me to revoke my order not to speak about my pers so i would disclose everything to the county without union attorney present10. Technically, my dishonesty investigation (which was started due to retaliation for placing pressure on the department over Deputy Shamhart) fell under Lt. Bostrom and his regime that was to “investigate to terminate.” I feel I was targeted unlawfully and did not receive a fair and unbiased investigation11. When brought back to work from Admin Leave, I was sent to the Moreno Valley Station and made to feel extremely uncomfortable by the Captain Kurly and him explaining to me I am coming to the station with an unflattering reputation due to having allegations of dishonesty, which he was told by PSB and Sheriff’s Admin. He also stated his station is in 100% cohesion and if that were to change he feels it would be due to me coming to the station and poisoning it due to my resentment to the department, which created undue stress and anxiety when I was supposed to go to the station with a clean slate.
She got mad at me over supposedly moving a box of pencils and stickers she claimed was hers and went 415 on me in our traffic office after she intentionally watched as the Sgt walked out before she starting threatening me to never touch her shit because something might happen to me if i do and as I am being the bigger person and telling her to calm down and let’s talk this out like adults she brings telling me she fucking hates me and she doesn’t have to fucking listen to what i have to say but i have to listen to her. I told her then to stop “acting like a bitch” which that’s where the department changed the report and said i called her a bitch so they could discipline me due to the context change. I got a written reprimand (which i am fighting) she then told me to shut the fuck up and go suck my sgts cock and lay on my back and get fucked by him because that’s all i am good at anyway
Our informant was on admin leave for 10 months.
She [Shamhart] said that and illegally recorded it and she only got 8 hours but if i were to reverse that and say something about her and a girl you know my ass would have been fired
That’s right they sent the victim of harassment by a lesbian employee who has severe anger management issues to Moreno Valley Station whose captain is none other than Dave “Kurly” Kurylowicz (who is openly gay and married to Ryan Huizinga’s workout buddy). “Kurly” is on a cowardly jihad to avenge his butthurt over being featured repeatedly for his unethical behavior on this blog, perhaps he should avail himself of the mental health benefits in the RSO benefits package. Given that Purvis is one of the official chaperones of the Sniffmeister on his speaking circuit and Purvis is responsible for keeping Chad Bianco locked in the cooler in Hemet, I am not sure how Purvis has the free time to go to Harvey Milk Day events. With a last name like Purvis, I’d stay locked up in a leper colony, but that’s just me.
Now, regarding Harvey Milk, there is significant controversy about him – beyond his one claim to fame being the first openly gay elected official in America – Milk was alleged to have an affinity for homeless teenage boys. It is documented and most people that talk about it are mercilessly attacked as homophobic. IT sounds similar to the sniff regime where the victims are retaliated against and honest people are fired.
It is clear as I am assembling a history of Leonard, “Lenny” Purvis that he is on Stanley’s short list of suck-ups to make the Second Floor. One of the worst kept secrets is the widely disdained Loren Tyler Clark is supposed to become Captain of Hemet Station and Purvis is supposed to be promoted to Chief Deputy.
Speaking of Teenagers, this gets me to Paula Birch. A source known to me, but off the public record has spoken to me at some length about a variety of things RSO, I’ve used their accounts to fill in the gaps in several items. This individual related stories to me about Birch dating back to her days at Blythe. She apparently, according to this source (who has first-hand knowledge of it) had a sexual relationship with a teenager who was 16-17 at the time.
Why she passed the background years ago to get in the the Riverside Sheriff’s Office is beyond me.
Birch continued her sexually aggressive ways according to numerous accounts from anonymous, yet known to me, employees of the department. During Sniff’s tenure, despite her well-known sexually aggressive behavior, Birch was promoted at least once, if not twice. (Lt to Captain, I know for sure… Sgt to Lt, I think happened under Sniff as well)
For at least the last 4-6 years, female deputies had a text message code system they would use in order to keep female deputies from being cornered or put in physically compromising situations with Birch. This text-message system was also a widely known thing in the department.

I’ve heard stories about the White Parade that include “butt bombs” that involve petroleum jelly and methamphetamine. Apparently someone died in the act of getting butt bombed one year. Now, just why the hell is the Riverside Sheriff’s Office a part of this?
For a Sheriff that whines about his budget all the time, it is sure easy for this blogger to find a ton of things I’d not be doing in the interest of saving money. One would be terminating the actual harassers off of staff, another is defending female employees from aggressors of either sex and another is assigning Leonard “Lenny” Purvis to process the backlog of CCW applications. The parades can wait.

Professional Standards Bureau or PSB for others. This is the Sheriff’s Department Internal Affairs Unit. When we say professional ,we use that name loosely. It is common practice for them to request a digital copy of an investigation sent to them for review. Why do they need a digital copy when they have a hard paper copy right in front of them ? This is because they have been told to change the outcome to fit the needs of the current Administration. Why else would someone need a “digital” copy. Dont they have scanners to make a digital copy for storage ? This is another example of the SS controlling the department.
A captain has already approved the hard paper version and found the findings to be true. And the original author of the investigation never gets to see the end result of their investigation, why? If changes have been made, why do they not require the finnished product signed by the author? This would be the checks and ballance for a lawful and accurate investigation. But this is not what Stanley wants, how do you have a dictatorship without absolute control.
Change the pattern, change the philosophy. Vote in the primary in June, make your voice of frustration heard. Make RSO great again.
As a red blooded American “Straight” man, just as God meant it to be, I really want to speak out loud on this entire subject, because it sickens me. Because Sniff and his band of fairies will likely try to take my opinion and plaster it on my favorite Sheriff’s candidate, I will refrain for now from sharing my entire opinion. I will say this to the person in this article who is being harassed and persecuted, Sheriff’s Admin has been working hard to discredit you and blame everything on you. I wish you well and all the luck in the world, because Sniff and his band of fairies do whatever they want and they use taxpayer dollars to fund their entire legal team. So once again, no matter what the outcome, the taxpayers get screwed in the backdoor again (no pun intended). Sniff needs to get voted out ASAP!!!
I am told this is typical of Admin and PSB. Maybe the complaint this deputy made should be posted and we read it and arrive at a decision for ourselves. If a county employee files a sexual harassment or hostile / violence in the workplace, there are certain steps supervisors have to take. Protect the complaintaint from the offender. Sounds like this wasn’t done and victim informant not protected by admin.

The Paula Birch hotel punch should be fully documented and public record in a PalmSprings police report. That may be an enjoyable read for many department members who despise Burch. I do not know one deputy in this department that wants to work for her, but to be fair, I’m sure she did not only get promoted based on her sexual orientation. That never happens at rso.

Funny thing is the captain mentioned had a sexual harassment claim against her and I was told the victim was filing a restraining order and they moved the victim to a different location then a few years later she was promoted to the captain position. Wasn’t the first incident involving her with zero done to her. The department has always been afraid of disciplining those type of people, it’s sad. The department refuses to take action and in the end all you end up with is a liability. I clearly remember an incident with a protected class employee fabricating a report and the captain was warned the deputy would end up being a liability soon after the incident that captain made chief and that deputy failed to do his job and once again fabricated a log report and an inmate committed suicide and admitted the act. Result civil liability. Do the right thing for the right reasons and the department is protected. Fail and it costs the county. Yes poor decisions and lack of action hurts. Same chief ordered personnel investigation findings changed because it looked bad on the department. It’s sad this department use to be very moral and ethical and a proud place to work. Most worth their salt have left because they don’t want to be a part of it anymore.
The straight females at RSO have definitely had it worse than any other demographic. Gay women sexually harass them or treat them as less than, straight men sexually harass them or talk shit if they aren’t getting attention(“I could hit that,” “she’s a whore,”) and straight women get jealous and talk the most shit of any group there (rogue hostile gangs). “She fucked her sgt,” is how the begin just about every conversation. God forbid RSO enforced their own sexual harassment and hostile work environment policies.
RSO is not a meritocracy when you can get a special teams spot a minute and a half off training. Maybe the rest of is should pretend to butch up. Seems like maybe less bullshit and more benefit to just pretend to come out.
As an observer listening to this. It seems like there needs to be change. I have been told that this is how it is in other agencies. Not sure if its worse in RSO. But there is no reason why the culture cant be changed. Its not acceptable. Women should not have to go through this. They way it was explained to me is that the system is run by men so this is what happens to women. It shouldnt be that way.
Speaking as a man, I have never and would never ask for sexual favors from subordinates or women under my authority or vulnerable women. Real men dont do that.
In a perfect world, everyone would be treated the same, no matter what their lifestyle, gender, religion, OR political opinions were. The culture of hate starts at the top, we see a sergeant get away with it and we accept the 2nd Floor allows this behavior. Hell, there’s a man up there know who was (probably still is) notorious for screwing younglings back in the day.
The photos are disgusting, especially the one with Reptile Purvis. Did Pecker Ray ask him to step in the sexual freak show on his behalf? What that the day he was at Disneyland with his “other half?”
With all that has been posted here, isn’t it obvious the top levels of management for this department need to move on (or forward). Salacia, I know what you’re saying is true, there are many females who would be owed huge monetary settlements if they stood their ground, filed their claim with the EEOC and document the hell out of the shit they endure for being a whistle blower. The problem is the intimidation that goes on (that’s where the EEOC would come in handy because it’s being investigated by a separate entity) i.e., transfers, movement off special teams, shift changes, etc.

Follow the correct steps! Hire an attorney of you must and remember: claims DO NOT have to be filed to a department member if you can show they are not trustworthy. BUT THEY MUST BE REPORTED TO A SUPERVISOR, not a peer, not on Facebook, etc.
#metoo has worked for Hollywood somewhat. This movement has no boundaries. I’m surprised it hasn’t permeated to law enforcement.

If memory serves… this person is currently married to a man who divorced his wife for her. I wonder if that poor guy knows about her past history with her Traffic sergeant…

Thank you John S.!! Ladies, if you’re reading this, take note. You have 6 months from the date of the last incident to file with the EEOC. There is a statute of limitations. Hire an attorney OUT OF COUNTY, with zero ties to RSO or Riverside County. Document dates, times, and who you spoke to about any incidents. Save any/all emails and text messages/photos. Those of you who remain silent and do nothing, you are contributing to the problem. Without more people coming forward, this nasty subculture will never change. If you’re a man who has experienced said harassment (by either gender), same goes for you too. Hit ’em where it hurts-the pocketbook.
@me too, I think the problem for a lot of women is that we try so hard to be included and that means showing devout loyalty. Which, I know now, is bullshit. Loyalty doesnt work both ways within the department.

There is no spot on any report form for rumor and conjecture, why is it ok to spread that garbage. Btw, what purpose does screwing a sgt serve? They have zero power and cant even get you clear of a shit call, not really. Can’t help you on a PERS when PSB will just change it to reflect whatever serves them best.
Whats ironic to me is how certain people in the department get to screw anything they want, and some dont. Why certain groups of women in the department, get to run around ruining reputations of other women because they think something must be going on, with no proof and certain others get hammered for telling a clear bitch, she was acting like a bitch.

In my law practice for 25 years now Ive had many cases come to me concerning allegations of rape, sexual assault, work place harassment. It can sometimes be murky and gray. Difficult interviews.
I agree about rumors , they can be hurtful. With what you are all talking about I am neutral. But I am empathetic. I know some people have suffered. I can hear it in their voice. You all might consider how to create a more emotionally healthy environment. The work you do already takes a toll on you, from what I hear. Why hurt each other and make it worse. So far I have not met anyone in RSO I didnt like. Even when I hear both attacking the other Ive seen the good in each person. Maybe there are a few bad apples. There always are. So thats my cents probably worth about that much, too.
Mr. Harrington, well said…Maybe you should lead the Department because Sniff hasn’t asked or encouraged employees to be civil. In fact he and his staff have cornered deputies to threaten and intimidate them. I know a few and they are in fear for their careers and assignments. Some dontated to Sniff campaign just to get off their shit list.
My best friend works for RSO and I feel for him. Imagine going to work every day worried about what the captain is going to do to intimidate today.

@Michael Harrington Once upon a time, that was true, but when Sniff was appointed to the office he started doing whatever he wanted. He took it even a step further, he promoted a non sworn to Asst. Sheriff. Someone who has never been a sworn deputy or even attended a sworn academy. It’s no wonder the very people who appointed him to office now want him gone. I’m still quite pissed at Tavaglione and Stone for appointing this rotten SOB back then.
I have to agree with Salacia, the rumor mill is Bullshit. There were recently several rumors about a certain female engaging in inappropriate conduct with MG IV. For some reason, they took that one as far as doing a pers investigation that was eventually unfounded, but not before it caused people lots of stress and anxiety. Good thing they don’t do pers investigations on every rumor or we would really be spinning our wheels.
As an association, we need to remain focused on our real problems here, which is Stan Sniff and his administration. Please brothers and sisters, let’s all stay away from the shark mentality where we attack anything that falls into the water and only attack Sniff and his administration. Attack people like Lyndon “the mentally disturbed tattoo boy” Wood or Lenny “the parade boy” Purvis or any of those other meatheads on the second floor. We have to stick together and stay focused and not cast stones at each other.
Aaron, the non – sworn AS you are talking about is Gutierrez (helped his ignorant, lazy and lost brother … also last of Gutierrez… get much wanted special assignments around the county and eventually gave him some sergeant strips). The recent correctional promotion from Captain to Chief you mention, is Misha Graves. She is your run of the mill, scared of her shadow corrections personnel. What she lacks in depth and scope, she makes up for with indecision.
Aaron, I would like to state I’ve worked with Deputy Shamhart. She is an outstanding Deputy with the highest level of integrity. She is one of the best partners I’ve ever had the pleasure of working with. I feel you’ve really missed the mark on this one. I’m very disappointed in your reporting of this. I would have thought you’d put a little more investigation into your reporting. Everyone that knows or has worked with Deputy Shamhart would tell you she is the hallmark of what a Deputy should be. I’d work with Deputy Shamhart any day of the week. You sir, got this one wrong.

@Richard Naccarato, use caution when you put YOUR own opinions into words and attempt to force them onto others by saying “everyone” who knows or has ever worked with this person will tell you she is the hallmark…… That is NOT everyone’s opinion. As a matter of fact, surreptitious recording is a crime and Deputy Shamhart knew it was a criminal act when she committed it. That act, in and of itself, represents what a deputy should NOT be.
I am only correcting you because of the words you used and I am only stating facts as deputies should not be knowingly committing crimes. Now enough about that, let’s get back to what really matters, which is removing this corrupt sheriff and his administration from office.
@J. Adams, you are absolutely correct, I should have chosen better wording. Deputy Shamhart is human like every one of us. In my opinion, she made a decision to record the contact with said, “informant” to protect herself from any allegations. Let’s wait until the recording is available so we can all hear it. I’d be willing to bet the recording would exonerate Deputy Shamhart. Not of the offense committed but of the “informants” details of the conversation. It’s my understanding, Deputy Shamhart admitted to and accepted responsibility for her behavior and actions. This is one of the issues I find troubling. Many of us aren’t willing to accept responsibility for our actions. We blame everyone else without taking a long look at ourselves. As you know, there are always two sides to every story. If Deputy Shamhart got mad at the “informant” for “supposedly” moving a box of pencils and stickers. The question is, did the “informant” move the box of pencils and stickers (It had to be much more than just “moving” a box of pencils and stickers). If so, why? Did the “informant” ask first? Did the “informant” make an attempt inquire as to who the owner of the box was? Did the “informant” take it upon himself/herself to move someone else’s property? Did the “informant” take it upon himself/herself to give the items away to various department members throughout the station? Either way, it wasn’t the “informants” property to do anything with. Working on a special team requires you to put things together for demo’s and future use. I believe that’s what this box was about. Deputy Shamhart’s dedication to her special assignment, the work she put into gathering items for these special events. I just wish more members of our department would come forward and discuss what they know about the “informant.” Then, I believe the truth will be told. Again, these are only my opinions. J.
