John Moorlach let his CPA license expire and says he will get it back by 12-31-2022. The question is, don’t you have to be a CPA or a Public Accountant to even run? Where the hell was the county clerk on this!? He should have not been able to file!!!

Actually you do not, at least in San Mateo County. In 2014k the Controller seat was open. One of the candidates (Juan Raigosa) did not have a CPA license, though he worked in the Controller Department for several years. His challenger (Joe Galligan) took it to court.
