Don Mooney – whose name appears as the signer on this lawsuit to enjoin the Hwy 65 Improvements is a professional plantiff’s attorney. Mr. Mooney, according to my research and conversations with his victims, files CEQA lawsuits for a living.
CEQA is the California Environmental Law that is extreme, and poorly written enabling dishonest, unethical attorneys to file frivolous lawsuits. In the case of Don Mooney, I believe him to be all of the above.
Don Mooney, has even filed CEQA lawsuits attempting to derail affordable housing projects!!!
The way it works is Mooney files the lawsuit claiming all sorts of violations of CEQA and then gets the jurisdictions building a building, bridge, roads, etc to settle with him paying him and the Sierra Club money. This money is then in theory used to finance Mooney’s lavish lifestyle and to enable the Sierra Club to file more lawsuits (retaining Mr. Mooney of course) elsewhere.
In the case of the HWY65 Project – Michael Garabedian has said publicly that he thinks a Train should be built between Lincoln and Roseville and HWY65 should not be widened at all. As such, Garabedian contacted Mooney and the lawsuit was born on April 5, 2018.

If you read pages 6-8 of the complaint – you will see clearly the agenda of the Sierra Club. They are actively trying to drive up the cost of housing by attempting the thwart development.
