The rape of Trish Todd, frankly the entire William “Bill” Brough saga and all of its’ tenticles are a great case study for why the OCGOP is now in second place in Orange County. It is intellectually lazy to blame slippage from 66% of the vote in 2004 for HW Bush to 45% for Trump in 2020 on Demographics only. It is also easy and intellectually lazy to look at regaining a couple seats in congress (while the people in charge let Bryan Maryott, Greg Raths and Diane Dixon swing) as anything other than an aberration. The deterioration of the OCGOP has been consistent. Congressman Tom Campbell lit up the entire narrative being pushed by the feckless GOP establishment.

The first photo is Brough with his portable bar and Whitaker is in the second photo, memed forever.

I was first immersed in the protect all incumbents regardless of merit culture of the OCGOP in 2016. I was and have been aghast at the fealty towards incumbents that is the order of the day. John Moorlach had defeated Don Wagner for State Senate. Wagner had near unanimous support for his run in 2015 and the very same people the following year all lined up behind Moorlach because he was the incumbent – while making the same complaints about Moorlach being arrogant, acerbic, useless to the party and the like. In fact, Wagner had enough money to primary challenge Moorlach. I learned a couple of years later from a former employee of Don Wagner that a couple stakeholders literally threatened to spend millions destroying him personally and politically – all for John Moorlach not because they liked Moorlach, but how dare Wagner challenge the status quo.

Don Wagner for his part is now an Orange County Supervisor. I wonder if the same people that supported Wagner for Senate in 2015, threatened to wreck him in 2016 went off and supported him in 2020? These same luminaries are lining up the deck chairs to coronate Diane Harkey supervisor in 2022 despite Harkey having a lexis nexis report in excess of 300 pages. (speaking of documentation)

That culture is the backdrop for why it took me hundreds of hours of research and blogging relentlessly to crack the nearly psychotic grip of fealty to incumbents in Orange County.

None of them seem to give a rip about the victims at all. But at least the recent media scrutiny has forced a lot of these arrogant fools back in to their spider holes as they would all rather die than accept the humiliation of admitting a mistake. Mistakes that may elect the crazed Katrina Foley supervisor.

In April of 2019, I was called by someone that was inside the closed session of the Orange County Republican Party when now supervisor Lisa Bartlett finally came public with her 2011 story of abuse at the hands of Bill Brough. Fred Whitaker tried to cover it up, asking everyone there to “Keep it in the family”.

Along came Right on Daily.

After Bill Brough outed two of the victims, they asked to meet with Fred Whitaker in an attempt to explain their side of the story – while Whitaker was trying to hide and while the feckless Assembly GOP Minority Leader Marie Waldron was trying to protect Bill Brough. (so much for women in leadership)

It took three months and when Whitaker finally met with them, he understood finally these women were for real. So is Lisa Bartlett, Maria Elena Banks and an anonymous capitol staffer who spoke to the LA Times.

Then along came Trish Todd who told me her story long before John Moorlach lost his seat in the State Senate. (A seat that Don Wagner would have held easily)

Well guess what happened? The OCGOP closed ranks around one of their good ole’ boys once again. This time, they went a step further pre-emptively smearing Trish Todd who came forward with actionable and verifable evidence she was raped by Bill Brough. In one of the amazing things that happens in the small world of politics, their multi-million dollar hero from the 1990’s happened to be her employer when she was raped and his then Cheif of Staff is still his campaign manager. Whoops.

Now protecting incumbents and members of the club has crossed from cowardly threats behind closed doors to wreck Don Wagner, to interfering with efforts to hold Bill Brough accountable, to straight out smearing a rape victim to cover up the moral failure of John Moorlach. The lynchpin of this is Tim Clark, who worked for Bill Brough in 2014, Covered up the Rape in 2015 and is now still close to Moorlach’s current campaign (reputedly he is running it despite being a “volunteer”). Clark is alleged to be the source of the smears against Trish Todd and Moorlach’s behavior as more facts have been known illustrate that he was a terrible employer and even today his double speak on the issue itself indicates he does not care.

Great pick OCGOP.

I have Trish Todd’s entire personnel file. I can draw the conclusion that the Orange County Register did not follow up on their story about the smears because the Personnel file shows that John Moorlach lied to the Orange County Register. They would be forced to admit they made a mistake by endorsing Moorlach. Editorial Boards are no different than stakeholders in that regard.

While Todd has been friends with my wife (again the super tiny world of politics) since 2013, I did not know that she had such a long career in the Sacramento Capitol – THAT SHE LOST AFTER  GETTING RAPED. Her experience included Senator Abel Maldonado who promoted her, the late Dave Cox, and several years working for the Caucus itself. I’ve spoken to people I know that are still there in Sacramento and they all have nothing but positive things to say. Todd’s personnel file was putting me to sleep it was so boring. This is hardly the stuff of a disgruntled employee. She worked in the capitol from 2003 to 2016.

Trish also sent me this email she sent the Orange County Register as a follow up to the first story about the “disgruntled employee smear”:

I gave John Moorlach every opportunity to correct the smears and lies he told about a rape victim that worked loyally and hard for him. I also had hoped he would reach out and offer some sympathy and help now that he knows what happened to me while I worked for him. But, sadly nothing. In my letter, I told John Moorlach he had until last Thursday to tell the world the supposed negative things he claimed he and his staff had put in my personnel file. He told the Orange County Register Editorial Board he was not supportive of hiring me and he had to deal with poor performance by me and these were documented in my personnel file.“

“He knew what I knew. That was a complete lie. He also could not do anything to correct the record because despite my giving him a complete release to disclose my personnel file, there was not anything in there he claimed was in there. So, I am now releasing it to the public.”

“So, what is in the file? For openers there is a letter signed by John Moorlach when I was hired, praising me lavishly for my advanced skills and stating I was going to be his “defacto Deputy Chief of Staff” and urging the Senate to give me a higher salary than I was otherwise entitled to receive.  John Moorlach’s handwritten notes on my resume are attached. Yet he told the Orange County Register Editorial Board that he opposed my hiring? Really?”

“He also lied to the Editorial Board and claimed there were adverse performance reviews from him or Tim Clark. Again, a complete lie. There is not a single negative performance review of any kind in my file.”

“Finally, John Moorlach, as is the case with many career politicians, uses tax payer money for ridiculous boondoggles. In this case, the Outdoor Sporting Caucus, now just a name on the senate website, of which John Moorlach was then a member, had me arrange a skeet shooting event for Senate and Assembly Members and their staff. It was a ticketed event due to the limited number of shooting bays. Tim Clark, who was no longer on John Moorlach’s staff, and other staff who did not have reservations to the event were still disgruntled they could not attend. However, on the day of the event no elected Assembly Members or Senators were turned away from this event.”

“I eventually learned the hard way that John Moorlach will not promote or give raises to female staff nor will he protect them when they are in harm’s way.”

Please note – I have a copy of the resume’ with Moorlach’s handwriting on it. See it below. Please also note there is not one negative review of her ANYWHERE in the 13 year long file. Not. One. Tim Clark Lied, John Moorlach Lied. Perhaps this is why Moorlach was counseled to shut up.
I checked the transparent California website. It appears that John Moorlach had few female employees and based on what I saw none of them had anything other than a cost-of-living pay adjustment while working for him. (Not to mention a boss that covered up sexual assaults, but I digress)
I read a two-page document related to the skeet shooting event referenced above. It is very typical of what the Senate Rules Committee used to do Pre Me-Too with any sort of complaints by staff (or against staff). It was clear that someone (identified by Trish as Tim Clark) attempted to smear her. Not coincidentally, Trish separated from service shortly after that event. Did I metntion that Tim Clark is a morally corrupt man? She got raped, it was covered up and the last thing in her file was an attempt to smear her by Tim Clark. Just wow. Did I mention that Clark is still affiliated with John Moorlach’s current campaign and helped him lose his State Senate race?
Tim Clark lied to the Orange County Republican Party – alternating between calling Trish a liar and telling others that she was not credible. Other communication I have received indicated that my 11-21-2020 blog detailing the rape with more specific information than the 6-1-2020 post was a “Smear” and a “Political Attack”. Anyone that attacked the victim is going to get their ass kicked by the Right On Daily Blog, resign now or it is coming. Trish got raped. Heather Baez was sexually Battered, Lisa Bartlett has nightmares, Jennifer Alizeri was harassed, an unnamed Dem Staffer was cornered, a realtor from South OC was propositioned and touched – AND MANY OCGOP LEADERS IGNORED SOME OR ALL OF THE ISSUES! How many more women did Bill Brough abuse because these people did nothing?
I’m reaching out to you to ask a personal favor, because we are at a critical point.  The absolutely false accusation against Sen. Moorlach is threatening the ability of the party to unite behind one candidate for this special election,…
SNIP
I personally, think the blog was sent out just to sow disarray in the party by those that want to see us divided, since they know we can’t unite behind one of the others.  I know you know how it feels to be wrongly accused and have libel sent out against you.   Please help John fight this. Would you please “reply” that we can count your email as support for Sen Moorlach’s endorsement?   I appreciate the consideration.
Fred Whitaker, resign now. If Katrina Foley gets elected supervisor, you own it.
Good Bye John Moorlach. Your political career is over. You can’t win.
Tim Clark, I am younger than you and I am patient. Wherever you pop up in politics, I will be there.
TRISH TODD GOT RAPED AND THEY DON’T CARE. But I do, and I won’t stop.

About that resume’: (Note Moorlach’s notes on the resume’) – I redacted her phone and email off of the document.

Proof that Career Politician, Big Government John Moorlach’s tax-raising ways are a life pattern and not just a case of political tourette’s syndrome:

Orange County Treasurer-Tax Collector John M.W. Moorlach said Monday he will oppose a half-cent sales tax increase designed to help bail out the bankrupt county unless cities, school boards and agencies that would benefit from the tax agree to support it.

When Orange County was on the fiscal brink, John Moorlach could not stand up and say a resolute no to higher taxes. Why?

Quoting the LA Times 4/4/1995 article gives voters a different look than the Moorlach legend we all believe.

What should start to concern us all is the pattern of John Moorlach, tax first, ask more questions later. Remember his solution to the illegal immigration problem? An Illegal Alien Tax? But, hey – at least Now Senator Moorlach supports counting non-citizens in the census to skew representation!

A few weeks earlier, then OC Treasurer, John Moorlach was interviewed by the Bond Buyer magazine  3/24/1995 (due to the age, no link exists) saying that the voters of Orange County should decide on a half-cent sales tax increase. “This is a chance for them to weigh in, they need to decide what’s best for their school districts, for their municipalities and for the country.”  (Q And A with John Moorlach, 3/24/1995 The Bond Buyer)

This pattern of supporting Tax Raising was present More than 20 years ago when he started his career in politics!

Even when he joined the OC Central Committee in Opposing the Tax Increase on 4/19/1995… he backed away from the vote!

In a sharp split with top Republican government and business leaders in Orange County, the GOP central committee is unanimously opposing a half-cent increase in the sales tax as a means of recovering from bankruptcy.

Among those joining in the central committee’s vote Monday night was Orange County Treasurer-Tax Collector John M.W. Moorlach, who first sounded warnings about the county’s investment practices during a failed election campaign last year.

Moorlach, who was recently appointed to the office he had sought after the resignation of Treasurer-Tax Collector Robert L. Citron, on Tuesday backed away from the central committee vote, saying that he is still “soul searching” on the issue.

“I’m still trying to see what other alternatives we can come up with,” said Moorlach, adding that he probably should have abstained and expects to make up his mind in a few days.

It does indeed look like the fealty of the OC GOP Central Committee has created a case of amnesia. When the record is exposed, the overtaxed voters of Orange County will reject big government John. John Moorlach.  Reputation versus truth – this is the crux of the 2021 Orange County Supervisor Special Election.

Blogger’s Note: This post was originally written as a comparison between Don Wagner and John Moorlach. Wagner got screwed over in 2016 by a whole bunch of people he had previously helped elect because Moorlach was the incumbent. I wonder how many of the people that scuttled Wagner’s attempted second run at Moorlach wish they had that stupid mistake back. I learned in subsequent years that Wagner was basically threatened with political destruction (implied was personal destruction) if he filed against Moorlach. This is the kind of behavior I refer to when I deride fealty to the status quo. Many people in the inner circles of politics will support corrupt, inept, morally bankrput incumbents to protect the status quo. I’ve seen it for years. Also take note of the warnings I wrote about the OCGOP’s slipping share of the vote in 2016. Moorlach’s moral failures and refusal to be a part of a team are a key part in the collapse of the OCGOP.

Egocentric Narcissism. Ideological Harlotry. Use whatever words you want – John Moorlach has evolved in the last 22 years he has infested office.

Libertarian Icon Steven Greenhut wrote of Big Government John, “Moorlach’s not even recognizable as a conservative anymore.

While we are just getting started telling the Big Government John Story – let’s recap what we have learned thus far:

Now Senator Moorlach supported letting a water district in Humboldt County rip land off via eminent domain without safeguards to prevent resale of that land to other 3rd parties!

Now Senator Moorlach supports adding $200 million to the state’s budget to service a bloated state bureaucracy and the issuance of $1.8 Billion in Bonds that will accrue $130 million in interest. I think he flunked CPA school.

Now Senator Moorlach supports counting non-citizens in the census so that democrat districts get disproportionate weighting in redistricting.

The above three actions show that Moorlach’s detractors that have attacked him as a fraud in the past were right. He has continued his pattern in the State Senate.

It also makes sense that a man who favors screwing over citizens in the reapportionment process would also do absolutely nothing to help any republican candidates anywhere. When I say nothing – I mean nothing at all. But that has not stopped many of the lemmings within the crumbling OC GOP Establishment from ramming down meaningless endorsements for Moorlcah as they attempt to protect their own incumbency whilst arranging the deck chairs on the OC Titanic.

The OC GOP is in a tailspin. Their share of the vote has deteriorated from 68% in 1992 (for HW Bush) to 56% in 2012 (For Romney). Big Government John has been in office during most of that slide and he has done NOTHING to help stem the tide. He has actually made it worse:

He proposed an insane Illegal Alien Tax. Raising Taxes and enraging minorities at the same time – only Big Government John could pull that off.

In 2006 – Big Government John endorsed Measure N, a local measure intended to lengthen Term Limits for County Supervisors. He also worked to pass it. The voters rejected it. Late in his second term, he floated another proposal that his fellow supervisors torpedoed.

John Moorloch opposed a plan by Rossmoor to contract Police Services from the OC Sheriff’s Department. Did he prefer instead to force the residents in to a small un-viable city or worse, was he trying to force their annexation in to a neighboring Big Government?

Unfortunately, many of the lemmings in the OC GOP establishment are still living in 1992 and have not awaken to a generation of term limit babies whose lives are centered around maneuvering for the next office. John Moorlach is the poster child of said generation, having held office since I was in the military and attempting to eliminate term limits while in office.

Don Wagner gave $2000 to Donnelly for Governor. Yes, THAT Tim Donnelly. Don Wagner was anti-establishment before the establishment endorsed the Big Government John.

Leaders help others, often times at their own expense. Don Wagner has given over $300k to other Republican Candidates for office in the last two cycles. Wouldn’t he like to have that money in the bank right about now? Andy Vidak, Young Kim, Janet Nguyen, $15,000 to the OC GOP!!!

Team Moorlach derides these Republican Candidates as “Lackluster” in an attempt to minimize Moorlach’s selfish laziness to help the GOP. Their Fealty to their master is taking them to scary places

When the candidates Wagner helped elect stop bad bills, thank people like Don Wagner for doing his part to help us all.

Wagner is still trying to build the GOP – even while some of the candidates in local government who voted to endorse Moorlach against Wagner list Wagner as a donor on their own campaign reports! Perhaps they agreed with Moorlach’s attempts to gut term limits? Perhaps they are feeling nervous about their own re-elections and were afraid to set a precedent by doing the right thing versus the expedient thing?

The SD37 Race in 2016 is a defining moment for the Orange County GOP. You have a clear choice:

Today vs Yesterday

Consistent Record vs Conservative Fraud

Team Player vs Lone Wolf

Activist vs Statist

Wagner vs Moorlach. Choose wisely.

Blogger’s Note: This was originally posted 1-31-2016, six months after Tim Clark covered up the rape of Trish Todd. People should have known Clark was a dirtbag already. This post was about Tim Clark being a punk at a Don Wagner fundraiser. Note the comments I made about OCGOP Leadership over 4 years ago, timely indeed

Don Wagner had a fundraiser that was well supported. In said fundraiser, it was clear that Don Wagner has a ton of friends, way more than John Moorlach has.

It was also clear that Tim Clark, Moorlach’s Chief of Staff who was twisting arms a few weeks ago and getting people to cave in to the status quo in Orange County has not been able to make his threats work in other parts of the state.

I can understand Mr. Clark’s loss of control feeling, it is odd when you’re used to being able to roll people at will and getting told no.

So – the situation is the event is in a well-known and well-traveled Bar-Restaurant in Sacramento. Enter one Mr. Clark with his cell phone lurking around the outside of the building looking in and photographing people.

One should also note – right next door was a fundraiser for Bob Huff. However, Tim Clark apparently decided to spend his evening at Don Wagner’s fundraiser instead.

Apparently the gumby-looking Tim Clark knew he was not intimidating enough and thus needed to photograph people to create some sort of revenge list for John Moorlach.

I wonder if Scott Baugh knew these sorts of antics were going to happen when he cut a deal with John Moorlach? (Anyone that knows Moorlach knows you don’t make deals with him)

Well if he (Baugh) and the OCGOP didn’t, they certainly own it all now, but Tim Clark’s professionalism did not stop there.

Clark is fond of walking the halls of the State Senate and bragging to his staff about all the people he has f–ked. (His words) I am sure Baugh and others are in the work queue as I write this.

Clark went inside the building and sat at the end of the bar. Note – Clark did not order a drink or anything as he is a reputed cheapskate. He continued filming and photographing people and typing on his cell phone the entire time.

The participants in the event were laughing at him.

Undaunted, Clark stationed himself outside the fundraiser’s exit door to make sure everyone could see him as they were leaving. I am sure he thought he was intimidating – the problem is these are well-adjusted donors and business owners, not Republican party lemmings.

Please note, that Senator John Moorlach (and then Supervisor John Moorlach) does nothing to reign Tim Clark in. This is standard operating procedure for Tim Clark.

Maybe the OCGOP were afraid Tim Clark would show up to an event and film them for later persecution and that had more to do with their support of John Moorlach than Scott Baugh’s manipulation?

Our search for answers will continue as we try to stem the tide of slippage in Orange County despite the best efforts of their GOP leadership to continue it…

Tim Clark is a victim don’t you know. He is being slandered (it is actually called libel if it is in writing) according to his whiny comments in the Orange County Register today.

The Orange County Register followed up on a letter Trish Todd sent to your intrepid blogger calling Tim Clark and John Moorlach out for smearing her. Read that letter here and read it carefully. Note that as of 7PM 1-13-2021 Moorlach has not responded. Todd alleuded to Tim Clark’s professional relationship with Bill Brough, the monster alleged to have raped her. (even a complete sociopath like Brough is presumed innocent in court despite what I think of him) I think Tim Clark is a slimebag. While discussing this with Mrs. Todd this weekend, she also sent me some text messages causing me to discover these gems on the California Secertary of State’s website:

From Bill Brough’s 2014 Campaign Finance Reports

The Register also has learned that Clark and Brough had a previous working connection.

State records show that Clark worked as a consultant on Brough’s 2014 campaign for Assembly, months before Todd told him about the rape. In 2014, Brough paid Clark’s consulting firm $14,141. Two years later — months after Todd told Clark about the alleged rape — Brough paid Clark’s firm an additional $42,682.

Clark said the payments were for his work handling voter contact during Brough’s 2014 campaign. He said the larger 2016 payment was for that same work, and noted that it shows up in Brough’s 2014 records because it took place during that period. The second payment could be what’s known as a “win bonus,” which is commonly earned by political consultants if their candidate wins an election.

So now there is a double nexus for the ethically and morally challenged Tim Clark to have covered up the rape. Brough was a paying client and Moorlach is and has been Tim Clark’s meal ticket. Cozy.

It would actually be libel to call Tim Clark ethical or trustworthy.

These payments were made AFTER Tim Clark covered up the rape of Trish Todd

Your Intrepid blogger tore in to Tim Clark and his years-long pattern of questionable behavior. This is why I am not surprised one bit that Clark would cover up a rape to protect a paycheck, smear the rape victim and of course claim victimhood when called out on it. Unfortunately, the Orange County Register was not able to get an Orange County GOP member on the record to substantiate that Clark was calling people. The best we have thus far is Fred Whitaker’s email and John Moorlach:

In a Dec. 15 meeting with members of the Orange County Register’s editorial board, with a reporter also present, Moorlach said he believed Clark’s version of events. He called Todd a “disgruntled” employee. He said she was “assertive” and “strong willed” and not his “best hire.” When pressed for details of what he meant, Moorlach said he wasn’t allowed to comment further on personnel matters, but directed the Register to Todd’s Senate employment file for alleged evidence of his complaints.

John Moorlach is going to live to eat these words. They will be the end of his political career. In the words of Trish Todd:

During a December 2020 interview with the Orange County Register Editorial Board, who wanted to re-interview you about their endorsement when this matter came to light, you spoke to them on the record and with their reporters present.

Rather than focusing on what happened and what you could do now to bring the perpetrators to justice, you tried to victim shame me.  For example:

  • You told them that you had not been supportive of hiring me
  • You stated I was a disgruntled former employee that wanted to be your Chief of Staff
  • You claimed there were problems with my performance when I worked for you

Finally, you falsely told the Editorial Board and reporter proof of all this was in my confidential state senate personnel file.

We both know none of what you said was true. You did not fear contradiction because you knew the Orange County Register could not get a copy of my personnel file under state law and you also knew it was illegal for you to even tell the Orange County Register what was in it without my permission. A line you crossed because you did not think you would get caught.

In order to clear up any legal or ethical restraints you may claim about finally telling the truth, I hereby release you from all privacy protections I have regarding my personnel file.

I am happy to sign anything reasonable confirming you are so released.  Of course, I expect you to now tell the world by Thursday, January 14, 2021 the truth about what you claim is in my file.

In my previous post about Tim Clark, I wrote the following:

If you think that Clark’s cover up of the rape of Trish Todd was about anything other than trying to stop bad news for his boss who was brand new in the senate at the time, you do not understand the moral and emotional corruption of that man. Healthy people would have dealt with the issue head on, and helped the victim. Not Clark. He threw her under the bus. So did John Moorlach. They should both be removed far, far away from anything resembling political authority.

This past weekend, I discovered the rest of the story. Tim Clark was William “Bill” Brough’s campaign consultant in his 2014 Assembly Campaign. Right now, he is a “volunteer” for John Moorlach for Supervisor. Uh-huh.

Trish Todd got Raped, John Moorlach didn’t give a shit. Tim Clark covered it up. Todd wrote:

Upon my departure you never said goodbye or called to ask why I was leaving.  A little compassion and humanity from the person I respected would have helped in my long recovery journey.

What did you do? Instead of helping or reaching out to me, you claimed that you blindly believed Tim Clark, despite his being at the time not just your Chief of Staff, but also on Bill Brough’s campaign payroll.

Good Bye John Moorlach. Your political career is over. Tim Clark, I am younger than you and I am patient.

To be continued…
