What’s a “Fed Kick”? – it is the result of extreme left-wing Federal Judges who see themselves as legislators even though they were never elected. They decided to reward the left-wing soft-on-crime democrats who have stymied Prison Construction by arbitrarily ruling in favor of criminals can-do-no-wrong attorneys mandating thousands of felons get released early due to overcrowding. Without continuing the rant further (in to things like illegal immigration, deliberate budget cuts, enviro lawsuits aimed at thwarting construction, state funding raids of local government, etc) the focus is on the Sheriff and his decisions.

Thousands of Car Thieves, Dope Dealers and the like get little or no jail time due to overcrowding. This is because of what law enforcement call a “fed-kick”, meaning a get out of jail free card for a convict due to the State’s refusal to build Prisons.

And so, faced with a pile of drugs and a mountain evidence, Zamudio confessed to drug trafficking. A judge sentenced him to 3 years behind bars.

One day later, on June 28, Zamudio walked out of the Riverside jail a free man. The jail was too full, so he got to go home. Forty-two other inmates were also let go early that same day – including five more drug dealers, four car thieves, three burglars, three fraudsters, a domestic abuser who a violated his probation and a bookkeeper who had embezzled more than $65,000 from a construction company.

So what has Sheriff Sniff done about this disturbing situation?

Mass Layoffs and hyperbole in an attempt to get his own way in a budget fight? In 2011, he issued 800 Pink Slips and left 500 Prison Beds Vacant in order to try and gain leverage in a budget fight.

Earlier in 2011, after much debate about the location of a new jail (which is still under construction and being argued about), a little gem popped out near the end of the article:

Ironically, the county recently completed an $80 million upgrade of the Larry Smith Regional Detention Facility in Banning, ten miles west of the Whitewater site. The expansion added 582 beds to the Banning jail. County Sheriff Stan Sniff announced this month he would be closing 500 of those new beds due to budget cuts.

Ouch.

Currently in 2017, the Sheriff ran a huge deficit even after getting another $18 Million from the County.

Worse, the Sheriff said he is going to leave the brand new jail empty. Does he care at all about the “Fed-Kick” problem? Or does the desire to assert his authoritah over the Riverside County Board of Supervisors govern his actions?

The jail is being counted on to add capacity to the county’s overcrowded five-jail system. To free up space, the county is expected to release almost 6,000 inmates early this year to comply with a federal court order to relieve overcrowding, according to sheriff’s officials. That problem will worsen, Sniff said, when the existing Indio jail is demolished and the new one stays vacant.

Supervisor Kevin Jeffries Says it best:

Sniff “needs to stay vigilant,” Jeffries said. “But he also needs to look internally and start moving sworn deputies out of administrative desk jobs and back into the field.”

“With our budget projections, he has to meet us halfway. We need the new jail opened and staffed. We need more deputies on patrol,” the supervisor added.

Just like the Board of Supervisors, the sheriff is also at a crossroads. We either all find new ways to cut costs while still providing essential services or we all go bankrupt arguing about whose fault it is.”

So not only is Sniff ignoring legitimate and helpful advice, those that actually are working in the jail are having issues. Check out this story in the local media about sexual harassment. Please note the off-the-record sources I am talking to have told me tons of stories about Captains, Lieutenants and the like having sexual relationships with subordinates and it severely affecting the delivery of law enforcement services. The culture under Sheriff Stan Sniff is rampant:

The civil lawsuit claims that one recent supervisor – Sgt. Aaron Martin – began flirting with Smoak after initially offering a chance for possible promotion by mentoring her.

Smoak admitted to flirting back, but said that Martin told her he just wanted to have sex. When she refused, Smoak said, Martin allegedly began verbally abusing her and cutting back her overtime, a financially devastating development for the single mother of two.

“That put a strain upon her financially because she wasn’t able to make ends meet,” said Manuel Corrales Gilleon, Smoak’s attorney.

See the pattern? We’ve written a lot about retaliation, intimidation and shattered morale under Stan Sniff’s reign of terror. It is pervasive and everywhere.

The results? Monster increases in crime. IT is time to hold Stan Sniff accountable and retire him at the ballot box.

The definition of passive aggressive is to tell someone you are going to do something and the second they take their eye off of you, do the exact opposite. Riverside County Sheriff Stan Sniff is full of excuses for why Riverside County is extremely difficult for law abiding citizens to obtain a CCW Permit in.

The Sheriff has blamed “The Budget” and staffing for his stubborn refusal to increase the pathetic number of approvals for CCW Permits in Riverside County.

When attempting to defend his horrid record on CCW Permits, Sniff set fire to himself: “Around 1,100 residents countywide — not including law enforcement — are currently licensed to carry firearms, according to the sheriff.”

1100. Out of 2.4 Million people. This is an astonishing .045% of the residents.

Now, of course, another excuse from the Sheriff: “California is a very anti-gun state,” Sniff said. ”I’m not sure the idea of ‘shall-issue’ is ever going to wash here.”

So, the solution of the Sheriff? Only one person on staff who processes permits. This is called passive-aggressive behavior while rightly bashing the state of California to keep people off of the scent.

You see, in 2014, Sniff’s stubborn refusal to grant many CCW permits was a campaign issue for his opponent Chad Bianco. (ahem, it is again in 2018, too…)

An Article in 2014 had some pretty irritated Gun Rights Groups lighting up the Sheriff for his #EPICFAIL on granting CCW Permits:

The head of several pro-gun organizations today threatened legal action against Riverside County Sheriff Stan Sniff over an alleged policy of arbitrarily withholding concealed weapons permits, which the sheriff denied, pointing to evidence that he’s always been a strong supporter of Second Amendment rights.

Brandon Combs, who runs the Calguns Foundation and the California Association of Federal Firearms Licensees, announced the ”Fix-Riverside Initiative,” aimed at spurring Sniff to loosen up the issuance of concealed gun licenses in the wake of a U.S. Ninth Circuit Court of Appeals decision in February.

Now, you have perspective for the 2 year waits that people were complaining about in 2016 and 2017. Stan Sniff does not care. If he did, he could pull excess administrative staff over to processing CCW Permits. Instead, he prefers to cry poor and pick fights with the county board of supervisors… while hauling in $330k in total compensation at all of our expense.

IN January of 2016, in the wake of one of many acts of Radical Islamic Terror in this case that was a massacre in San Bernardino, there was a surge in applications.

In neighboring Riverside County the wait now stands at 18 months after just two members of the police department were left to process the hundreds of applications being received each month.

Note, I have been informed that there is now only one officer. Once again, pattern recognition takes over here as the previous post shows us the following:

I have a current CCW from another county. I’m told by Riverside county that I have to begin the process over in their county, taking the safety course from one of their vendors and I have to interview. They gave me an appointment in January 2019!!

Kevin Johnson says: Just got my interview appointment. First available was April 2019. Over two years away. The problem is worse since this article was written.

In 2014, Sniff only granted 258 new CCW Permits in a County of 2.4 Million people. In 2017, people are reporting 2+ Year waits for an interview due to Sniff’s Passive Aggressive Behavior. We deserve better in Riverside County, instead of a Politician that lies to Gun Rights Groups to get their endorsement by answering questionnaires – we need a Sheriff that understands public safety and what real gun rights looks like.

P.S. The people that threatened to sue Sniff in 2014, should do so now.

Ever tried to get a CCW Permit in Riverside County?

A comment on a gun rights group page CRPA sets the stage for the Stan Sniff versus the constitution fight.

Thats true.. I mean 2018 till an interview is what one guy said….. you know how many deputies are on limited duty and on disability ect they could throw in that division? they could put like 20 guys in there.. BTW, the two deputies that are in there now are super super guys .. Frank Yezzo is a great guy and one of the JUST TWO deputies in that division… and very easy going in the whole process but again, its almost like you should just CCW on your own at that point of waiting.

Unpack the comment. In a county of 2.4 Million people Sheriff Sniff has limited the number of people processing CCW Permits to 2.

I have a current CCW from another county. I’m told by Riverside county that I have to begin the process over in their county, taking the safety course from one of their vendors and I have to interview. They gave me an appointment in January 2019!!

Got it? Someone with a CCW is going to have to give it up for 2+ Years because of the artificially created backlog by Sheriff Sniff.

Perhaps the Sheriff’s affinity to the ACLU, SEIU, LIUNA and the Carpenter’s Union is no accident? Perhaps his endorsements of extreme left wing democrat Cheryl Brown was really ideological? Richard Roth is no slouch at grabbing guns either.

Because the Sheriff has done such a poor job for 10 years on issuing CCW Permits, cities within the county that are not contracting with the Riverside Sheriff’s Office are attempting to take matters in to their own hands to issue permits.

The bottom line is that Sheriff Sniff is anti-gun and places no priority in issuing CCW Permits. He may be able to play politician to fool some of the gun rights groups for an occasional endorsement, but unpacking his horrific record on gun rights will tell the real tale.

As of Early 2015 here is your count on CCW Permits. Riverside County is a County of 2,400,000 people.

Riverside County: About 1,200 (including 258 new permits in 2014)

San Bernardino County: 3,361 (including 720 new permits in 2014)

We’re going to lead in to the second post about the Sheriff’s Abysmal Record on Gun Rights with this 2014 Story right after the 9th Circuit amazingly hammered San Diego County for adding several layers of barriers to CCW Permits that were ultimately ruled unconstitutional.

But a gun rights group contends that the ruling, centered on concealed permit rules in San Diego County, also is proof that Inland counties aren’t following the law. The executive director of the Calguns Foundation is threatening legal action against Riverside County if it doesn’t ease its rules for civilians who want to carry hidden guns in public.

Instead of changing to accommodate the ruling and the will of the people, Sheriff Sniff has passively-aggressively doubled down on making CCW permits nigh-on-impossible in Riverside County. In essence the Sheriff has told would-be CCW permit holders “Up Yours”.

Again, similar to parts two and three, this is anonymous. If you have not figured it out yet, Sniff is acting like a tin-horn dictator and has instilled a culture of fear in the department. This belies the false public image he is attempting to project as he dons his Sheriff Hat and goes to events looking happy.

You may need to read this twice or more to fully understand the effect of Stan Sniff’s failed leadership.

Although I personally do not work for the Riverside County Sheriff’s Department, it has been a major part of my life for many years.  I hear all the bad, all the good, all the gossip, all the rumor.  I suffer through holidays, spend many nights alone, and dread the cell phone.  I have spent years reading the RSA All Points bulletin and never has it crossed my mind to contribute; until now.

Ten years ago, I remember my husband telling me how he thought many of the wrongs with the department would be righted with the appointment of a new Sheriff.  His excitement quickly ended as people were being fired, forced to retire, or forced to lateral after seeing the writing on the wall.  I remember him saying “this guy is 10 times worse. He does the same thing or more than the last guy but he denies it.  At least Doyle was honest about it.” (Blogger’s note – Doyle is the former sheriff who left office in a cloud of scandal)

I paid close attention to the 2010 election and it became obvious to me the current sheriff lacked the basics of integrity.  From seeking “re-election” to getting caught in what seemed to be lies, or at least “untruths” during debates, it was obvious the code of ethics, that I had heard my husband recite so many times, was lost on this guy.  Fast forward four years to the 2014 election.  This one was different.  My husband was different, his friends were different, their spouses were different.  They were all afraid.  Let me say that a different way:  Men and women who strap on guns, chase bad guys, and sometimes fight for their lives, were now afraid.  What were they afraid of Facebook.

At first, I was skeptical.  I was told they were afraid for their promotions, special assignments, and of being transferred.  They were afraid to voice their opinion, speak their mind, raise concerns, or agree with anything the opponent said.  What was worse, not only were they afraid to speak out, they forbid their spouses from “liking” things on Facebook, being “friends” with the wrong people, or saying anything that could remotely effect their jobs.  Could this really be happening in a professional organization of brave men and women?

After the election, it became completely apparent that all of their fears were legitimate.  Lieutenant Bianco was mysteriously swept into a black hole only to reappear in Hemet three years later.  Some of our friends, or their husbands, were transferred, skipped on promotion lists, and kept from teaching at the academy.  Many people began to retire early, and now it seems I am constantly being told of deputies transferring to other departments.  The 2018 election is upon us, and I am happy to see Lieutenant Bianco is running again.  I am happy to see that RSA is behind him, but I am noticing on Facebook that people are still afraid.

I don’t like rumors, so I have obtained all my information first hand.  Yes, Lt. Bianco was transferred.  Yes, he sat for 799 days doing nothing after being stripped of all responsibility.  I thought the rumor of his whiteboard tally was just that, but I saw a picture of it.  He was prevented from engaging other employees, he was prevented from entering any department buildings.  He was even told which restrooms he could use.  All this and more because he decided to run for political office.  I had to wonder, does my husband work for a professional law enforcement agency or is it the middle school playground?

A few months back, I saw a Facebook post from a former employee that included a screenshot of a conversation between her and Sheriff Stan Sniff after she confronted him for what he did to an employee to waste money while at the same time talking of budget cuts.  The sheriff denied it.  His exact word was “nonsense.”  Well, I don’t claim to be an investigator or anything special, but I do know a flat out lie when I hear one.

Now that Lt. Bianco has chosen to run again, the director of this childish school yard drama began Act II.  Lt. Bianco now sits in Hemet doing nothing while the sheriff tells of budget woes.  Deputies in Hemet are sometimes by themselves, but Lt. Bianco cannot help them with calls, back them up, assist any member of the public, or handle any calls for service.   Not only can he not drive a black and white, he cannot even wear his uniform.   I saw the post his wife made on Facebook so I know the sheriff saw it too.   I can’t wait for him to deny it, because if he hasn’t already, inevitably he must.  It is that, or he has to admit to the public he cares nothing about safety and service, only about revenge and retaliation.  Either way, it will be another lie in what seems to be the norm from a person that cannot remember the code of ethics.

I am writing this to tell all of you that enough is enough.  Stand up for what is right.  If he is childish enough to treat employees the way he has treated Lt. Bianco for exercising the same right he did in the past, is Sniff really fit to be the Sheriff?  I’m not a lawyer but I’m pretty sure what he has done is illegal.  I also think that he is not the most honest person in the room.  One thing I know for sure, he is not fit to lead a professional law enforcement organization.

For me and my husband, we will support Lt. Bianco.  I have spoken to him, I have read about him, and I have asked many employees past and present about him.  We have now liked all of his Facebook posts and signed up on his website to assist with the election.  Both of us even donated $99.00.  I am not afraid to put my name to this letter but when Sheriff Sniff reads it, I want him to wonder who wrote it, and I want him to know that I am one of many.  This isn’t just my husband’s department, it is mine too.  We will do everything in our power to make it better, and we will not be afraid.

Stan Sniff needs to go. Period. To be continued…

Wouldn’t it be nice?

Why would it surprise anyone to see the Sheriff do this, given his well documented abuse of the CCW system in favor of friends, promoting ass-monkeys, covering up corruption, harassing dissenters, destroying careers, conspiring to decimate the banning PD, tolerating blatant corruption, fostering a culture of screwing over contract cities and on and on and on…

That is one of Stan Sniff’s cars. I am told it is the same car another deputy reported seeing him leave the office (also known as the second floor gulag) with a young woman in the passenger’s sea int. There is no picture or proof so I can not assert that Mr. Sniff was seeking horizontal refreshment / having an affair. All I was told is that his arm was on the seat behind her and “they looked really friendly”… but if the Sheriff is having an affair(s) I am sure that will come out in due time like the avalanche of evidence and testimony of rampant corruption in the Riverside Sheriff’s Office.

But I digress.

At one point in my life I owned a black Ford Mustang with a custom built rollcage in it. I got five tickets in the short time I owned the car (and had to replace the tires twice in 70,000 miles). I would have loved to have been able to flash my badge to get out of one or more of those tickets.

It is alleged by many, (and unlike the incident in Palm Desert I have no proof other than allegation) that the Sheriff also wormed his way out of a ticket in the City of Riverside as well.

In addition, more than one member or former member of the Sheriff’s department have told me that Chief Deputy Jason Horton was pulled over on a DUI recently and appears to have gotten out of it. (Similar to the Riverside Ticket rumor related to Sniff, all I have is hearsay evidence of Horton’s issue and a lot of people that talk about his drinking exploits openly)

Unlike Sniff’s Riverside incident, these text threads I was forwarded prove that Sniff’s vehicle was pulled over in the Palm Desert Area. IT looks like the Sniffster has leaks all over his department and the wall of intimidation has multiple cracks in it.

Stan Sniff has lost control of his department and his ability to cover up malfeasance has been shattered.

For extra effect – look at this text message exchange between two deputies. It is clear they resent the Sheriff’s behavior. The rest of us should too.
